California Unemployment at 7.7% - Is this because of overly strict environmental laws?

A lot of people go surfing in California. Maybe the unemployment rate is high because of that. Or maybe it’s because of the seagulls. Oh, or maybe the jobs are falling down the San Andreas Fault.
That would make as much sense as what you’re suggesting.
Your logic is basically equal to “James Hansen has a pimple, James Hansen is a climate scientist, therefore climate science causes pimples”.

No, I think it’s the exact opposite. Environmental laws create economic activity, because they force companies to hire people to deal with environmental issues.

I’d say its because we’re in a recession. Unemployment is up everywhere.
